Here's my buddie Dan playing guitar and singing (stage left) this song. Haha. At least she's being backed by a regular rock band. Lyrics aside, the song, as played live, is not the worst ever. The video is another story. Imagine having to edit that. Only the A-list paycheck would mitigate the pain and suffering endured.

It's pretty safe to guess that Avril is huge in Japan. During the vid you can see fans running along beside and behind the production crew as Avril performs in what looks like a mall. What few you can see, are oriental. So yes, it's made for the Japanese market, by Japanese producers in the Far East.
There is a lot of blowback on the Web over this song, and particularly the video. Perhaps, as people steeped in Western culture, we fail to connect with media clearly targeted at a specific fan base/age bracket. I'm quite positive Avril and company are profiting nicely. Who said, "there's no such thing as bad publicity"? I think this song proves it. The existence of this thread proves it.

I don't think Smarties existed when I was a kid (sadly, for several reasons) 2. Yes. Girls like this have a way of activating my inner pervert. This makes me feel shame, for a short period of time
